Design Brief

The ABBEYFEALE COMMUNITY DEVELOPMENT ASSOCIATION has purchased 30 acres of land. Works have started to develop a Park. The aim of the Group is to match and raise funding to develop:
1) Recreational facilities and nature trail.
2) Educational and environmental space.
3) Link to the community of Abbeyfeale and its greater environment as described by the broad term `Green Tourism'.

Design Brief 1996 - 1997
Design by Nature was contacted by Tom O'Connor of Abbeyfeale in 1995.
The initial `in house' site survey and appraisals were carried out by Mr. Sandro Cafolla for Design by Nature.
Mr. Tom O'Connor provided previous designs, maps, suggestions and ideas.
The design task was to outline the main special arrangements of features and events for a:
1) Leisure Centre.
2) Children's Playground.
3) Landscape Park and Riverside Walk.
Following meetings with the group, The leisure centre was deemed unobtainable in 
the medium to long term
The following objectives were then identified for the Design brief.
a) Children's Playground.
b) Landscape Park and Riverside Walk.
Design Focus 1997 - 1998

The Abbeyfeale Group asked Design by Nature to carry out a more comprehensive design based on the issues, ideas and site survey.
As elements of the plan are in place at the time of submitting this report, it must be pointed out, that we feel our task is to assist the Community to develop the Park to the next stage and that design advice was for consideration only and any advice given only to provide focus on what is achievable. The intention being to involve the ABBEYFEALE COMMUNITY DEVELOPMENT ASSOCIATION in the design and implementation so that they would fully understand the process involved in establishing a landscape.
This report is the result of Design by Nature's work and is:
A working document to further direct / assist the Group in its next stage of development.
To provide information to raise further funds to finance the next stage.
The group must recognise the enormity of the task they have undertaken and that the design may take a number of years to complete.

Work to Date.

This landscape plan identifies and supports Abbeyfeale Community Association and their advisors choice of position of the playground, car park and entrance at the roadside in the upper part of field 1 & 2. Its placement makes complete use of the most immediate top section of fields 1 & 2 and allows instant (dry ground) access to the primary play space.

This landscape plan seeks to deal with the following.

a) Establishment of Shelterbelt screening, sound, noise and dust barriers.
b) Safety, especially areas by the river banks.
c) Vegetation for landscape amenity and conservation.
d) Use of slope and path directions.
e) Installation of playground equipment.

The proximity of the playground offers a sense of security as the Park is in full view 
of the near by houses.
The car park, playground and upper slope were drained early on in the works to solve water logging and provide drainage necessary for soil type.
The work in upper fields 1 & 2 has been ongoing (Mr. Tom O'Connor) and all the team are pressing ahead in a steady orderly fashion and keeping an otherwise difficult site in good preserve while work continues. This is to be commended.
Pathways, drainage, fencing, wall construction and car park is all near completion, 
and has been managed very well as the job progresses.


The area is adjacent to the River Feale, and southwest of the town centre.
Having highly scenic river frontage and including a reasonable walk along its 900 metres of river edge. The site for the park has views of the river and valley.

Large open spaces mainly 3 fields ( <10 acres each).
And <3 acres of river frontage.
Roadways, paths, car parks and drainage are in place.

The main feature of the park is the River Feale, the river views and access to the Bend in the River Feale. The river is in full view from the Parks main visitor areas.
The riverside walk has wooded slopes with semi mature trees including old woodland coppice on steep slopes. there is also a Wetland ecology, and a bog flora.
From a few points there is access to the river, however this requires descending a slope and alighting onto river bedrock.
While a few houses can be seen from the park along with the rear of business premises, there are excellent views of local hillside.

Major interests to consider in the design are:
Local History (market town)
Musical connection to town.
Religious connections with town and Abbey.
Republic of Ireland - first declaration in Abbeyfeale.
On main route Limerick to Kerry.
Important fishing river.

Mineral soil on shale with limestone glacial drift.
Local soil types Mineral soil on old river bed
Local soil - Tested as neutral to acid.
Limited wildlife exists in the park however there are areas which can be identified for it's educational value. No wildlife survey has been carried out to date.

Along river bank - the old woodland flora Upper crest of river bank and at the lower section of all three fields contains a poor heathland flora.
Throughout the site - contains wetland meadow flora.
Lower flooded section close to the river - contains marsh flora.

locally as one approaches the area small trees and shrubs such as Ash, Hawthorn,
Willow and Alder are to be found in wet places along the river.
On Site: while grass dominates there are Wetland & Woodland Flora.
(80% poor grassland, 10% woodland shrub and 10% wetland).


Poor drainage and compaction have resulted, following pastoral agricultural use.

The soil found in all three fields is humus poor, podzolised and compacted. 
The soil on the slopes and in the marsh is stable and healthy being covered in its native flora. [soil P. H. is 4.5 - 6.]
The critical feature of this landscape proposal of the Park is to prevent further erosion of the:
Soil and crumb structure.
Park/field soils. 
Native flora.
The river Feale is excellent fishing grounds and in no way should soil erosion, slip or run off be carried into the river from any part of the Park during construction or after.
The bend in the river, it's depth and direction all suggest future river bank erosion on an unstoppable route through either of the bends at the base of Field 1 & 2.
There will be great potential for the creation of new spawn beds as erosion of said banks occurs.


Bare site, natural amenity open spaces, views and river size.
Distance from the town centre, this will in the early years give the Park a chance to develop and modify without to much ware, as usage increases most features will be in place.
Scenery, views and size are appropriate in name, position and reference to the town.
Soil drainage and North West aspect. Ideal high moisture content for tree growth).


The Abbeyfeale site has a northern aspect ideal for the growth of trees, selected shrubs and wetland wildflowers. The aspect will be slow to receive solar gain, direct sunlight and will be slow to lose any ice that builds up over winter.

As per map of the River Feale and it's catchment area from North Kerry to Limerick
and across the Mullaghareirk Mountains
Under `Green' Tourism Guidelines of Sustainable Development. The designer is asked to develop the missing activities in an area. These activities are best developed within an overall framework.
We are targeting the park for a children's park.


Current population 1500 approx. Town land and Parish 3000 approx.
50 persons per square kilometre. Abbeyfeale has an immediate population of 1500 residents expanding to 3000 residents in the greater town land.
Abbeyfeale is situated 55 km south of Limerick on the main N22-N21 southern tourist route. As Limerick is one of the largest fastest growing towns in Ireland the longer term population analysis is that the population of the town will grow and retain a young profile age group.


It is expected that most visitors to the park will be from the town and town land.
ie. Town residents, families, children and workers on lunch break.
Predicted visitor numbers to the Park. 
4000 family day trips approx > 2 hours.
8000 family visits < 2 hours
20000 day trips and short walks.

The site of Abbeyfeale Park (Pairc na Feale) is situated on the N21 national route from 
Limerick to Kerry and on to Cork. With the withdrawal of the Shannon stop over and Cork ferry services, local tourism patterns will change. However the rising local population and the overall national increase in tourism will counterbalance this effect.
The typical visitor to the Park will be pedestrians, car and bus passengers (local and visitor), organised visits and school etc.

Predicted reasons to visit the park.
Angling, especially children.
School children on nature study.
Day trippers and passers-by who may like to stop and visit the river and town.
Young people's groups (scouts etc.).
Special interest groups.
Activities will include:
Walking, also with pets.
Lunch breaks and resting.
Sunbathing & Picnicking.
Water based activities.
Nature Study.
Fishing. Playing.

The full size of the electoral area should be noted and the Area Representative should be lobbied for action on the town's pathways and access routes to the Park.


A healthy and accessible environment is crucial to the development and facilitation of tourists. Abbeyfeale has the potential to interconnect to it's Tourist Bioregion by providing two missing activities in the area:
1) Safe playground and playspace.
2) Car Parking, Picnic Areas and a Quality Environment for Walking.

SECTION 2 Landscape Design for a Park and Riverside Walk.

Provision of High Quality `Safe' Children's Playground. ( Junior and 
To minimise expenditure and get the very best value for the available funds.

The intent is to develop a Park that has links to the wider community.
We wish to further invite suggestions and consultation with all involved with Abbeyfeale Park and Riverside for the following.
Scientific research and information.
Species based conservation.
Conservation policy for flora and fauna (kingfisher, badger and otter populations).
Fisheries - priority.
Awareness of and design for a Fisheries management plan, as Feale is a locally unique fishing river.
Full flora and fauna survey.
Fauna - What are the local populations of plants?
Flora - commission full survey.
Strategy for tourist and visitor pressures.
Environmental education and nature study.
Water quality and erosion control.
Strategy for Water safety.
Prevent erosion of the river bank.
Swimming and water recreation facilities.
Community self help through horticulture.
Green tourism.
Regional tourism and off-season attractions.
Strategy for legal responsibilities.
Employment creation.
Vermin - include stray cats (ask walkers to keep and eye out)

Form a Recreational Landscape and Leisure Activity management team.
We suggest responsibility for recreation is seen as different than landscape design. and that leisure based responsibility is allocated to a single appropriate group within the Abbeyfeale Community Development Association.

Appoint small management team. Train and allocate responsibilities in areas of Recreational Landscape and Leisure Activity.
Survey the needs of the local community, as per list on previous page
Find local student or interested persons in environmental sciences or nature study and seek to include them as the researcher for long-term project. work with local schools.
Prepare full survey of all Bodies and support mechanism which can be called upon to assist.

Form a Landscape management team.
A Landscape management team should be assigned to establish the landscape planting of the amenity landscape, shelterbelt, windbreak and site yard / work area. They should be also responsible for design for wildlife and education.

Junior Playground. 
Senior Playground.
Pavilion - agree design of and cost an all weather concrete surface/printcrete.
Play accessories, adult seating and bicycle lock up.
Toilets, washroom, car park, lighting.
Two mainframe constructed wooden playframes, raised above 4 feet to stop juniors accessing them.
Number of play features situated throughout including swings.

The Park planned is primarily with children in mind. to keep them safe we aim 
To enable children to burn off as much energy as possible in the safer confines of the upper field away from the river.
To have a central running area, the 'Playmaze', especially for excitable children. This is another 'burn off your energy ' activity.
Two further 'burn off your energy' play grounds for older children are placed near the river in field one and two. It is hoped to further reduce a child's excitement before the river.
Older teenage children are not catered for in the design as yet.
Suggestions to date to organise a social event for the older teenagers such as small open air concerts. Or to allow market stalls run by the teenagers themselves. 
To provide a place to talk, listen and play.

A Leisure Centre was suggested by the group for the park, if built and it would be a much needed facility for the community. We felt that such a facility would be best run by a local business person rather than the Community Development Association who do not have the appropriate resources. However the opening of the park will generate further interest in the idea and it is hoped that the park will act as a focus for such developments.


This section describes management options and maintenance guidelines for the park.
In order to instigate proceedings it will be necessary to establish a working group, where tasks are defined so management targets can be implemented and achieved.

Management Programme, Policy and Planning.
Appoint Management Team and manager.

Management responsibility may be delegated according to the following headings:
Recreational Landscape and Leisure Activity.
Recreational Safety and Safety and Health at work practices. (Legal requirements). 
Visitors Attraction and Amenity.
Finance. To draw up budget, delegate all funds and address on going fund-raising activities. Including grant applications.
Immediate short term priorities 6-12 months.
Identify key long-term tasks.
Educational Resource.
Sign Posting.
Publicity & Promotion.
Nature conservation.

The management team will have overall responsibility for implementing the suggestions outlined in this plan. The management team should bear in mind the following considerations:

1) Safe, comfortable and litter free amenity space.
2) Accessibility and Activity.
3) Good basic facilities.
4) Sensible design and site maintenance.
5) Complimentary development.
6) Interpretation and facilitation.
7) Security.
8) Regular upgrading and improvement.
9) Healthy and beautiful environment.
10) Full protection of the river resource
!1) Soil conservation, wildlife protection.
The team should ask young people for their help in the design of the playground

Publicity Team. A strong publicity team will influence local councillors and elected representatives. Remain active in lobbying and management.
Prepare 1 year (implementation plan),
3 year and 5 year (stage 2 maintenance plans) and 
15 year plan (stage 3 completed design.).
Liase between Co Council, funding bodies, design team, residents, project teams, associates, contractors, local business', school's committees and local anglers.
Inform all of your intentions including Dept of Agriculture.
Recreational Safety and Safety and Health 

Appoint responsible person, as a Recreational Safety and Safety and Health 
at Work officer. 
Seek guidance from Health and Safety Authority and Dept Of Environment.
It is your legal responsibility to do so.

The appointed person will be responsible for a Health and Safety file , it's upkeep and the implementation thereof. Include: 
Car parking, road Safety, road Access to the Park and Safe Riverside Access. 
Employment and staff practices and sub contractors will require a safety statement.


Public safety and all other aspects identified as hazards and their potential risk.
Playground equipment and all materials used on site, when they are used and how. Monitoring of surfaces, playground equipment upkeep and maintenance.
Tools, Machinery and all work related practices need consideration.
Numbers of visitors and general public attitude to using the Park.

Appointed person to be fully and regularly kept in touch and be aware of bodies and 
legislation on issues relating to all aspects of health and safety, in particular tracking 
grants and incentives from public and private sources which will assist the group.

The Park should not open until:

Playground is installed and only after all construction, of Landscape, Marsh creation and after any other dangerous activity such as works / machinery are completed. 
The Access routes to the park from all sides of main Kerry / Limerick road be made good.
ie. car slowing measures.
Ensure clear pathway and pavement markings and regular renewal, including and especially garages on both sides of the road. 
Mark safe zebra crossings across the garage forecourts to ensure garage customers are not driving into children coming to the Park.
Litter removal especially glass. Aim to clean up bark mulch on regular basis
Provide water safety equipment.

Recreational Landscape and Leisure Activity management team.
It is intended that the Park will be utilised differently by the local community and 
the passer-by. Both are increasing in number.

Changing Activities 
By-passes and faster roads make stopping in Abbeyfeale a very logical option. 
The Park is situated at the quiet end away from the busier areas of the town of 
Abbeyfeale (most visitors will use cars).
Families with children will be attracted to the Park by the planned playground. 
We hope to encourage these families to walk to / through the Park

To enhance the quality of park environment.
Provide range of environmental friendly, recreational opportunities and playspaces.
Maximise community involvement.
Attract wildlife to the Park.
Maintain public picnic areas, buildings riverside walks, seating, views & sheltered open spaces.
Maintain tree, shrub and landscape features.
Minimise conflict of uses and environmental impact.
Complete to stage 2 of the Park design and hand on an established planting plan to a maintenance crew with 3, 5, and 15 year maintenance plan.

Landscape management team.

Create three person management team with the task of:
Carrying out and to oversee all planting for:
Trees and shrubs.
Landscape design implementation, construction and maintenance

Management administration.

The secretary should deal with the centralisation and subsequent circulation of all information.
It will also look after planning, insurance, legal affairs, rights of access and all updates in law. 
Monitor events regarding legal changes and rights of access. Aim to fully and regularly keep in touch and be aware of bodies and legislation on issues relating to recreation, in particular tracking grants and incentives from public and private sources which will assist the group.

Tasks for management: 
Appoint one full time responsible person for works to ensure all tasks are completed on time and according to plans.
Assess in first 3 months if works are done then again at 12 months.
Look at delegation strategy and replace ineffective team members. Assess all activities of group every 6 months and report to overall Park committee / team as required.
Monitor play equipment, children's trends and preferences, in all weather.


To understand the regional demands on your community and Bio-Regional, and the demands your community put on resources such as fund raising, in your area, the team should study what is meant by 'Green tourism'.
Protect and Utilise, without loss of quality, 
the river, 
river frontage, 
rights and fisheries, 
Get results of wildbird and wildlife habitats surveys. Aim to protect all flora and fauna


To attempt to create wildlife sanctuary within design.
Also riverside, floodplain, ponds and flood meadow habitat


The Park management team should attempt to liase with all groups showing an interest in the river.
e.g. Up / down stream fisheries and fresh water groups, including Dept of Environment (water quality) and local Fisheries Department.

Environment and Nature.

Wildlife corridor - through the Park from the river.
Create a living link for wildlife from the river to road frontage - This encourages the predators of vermin and helps establish natural control checks on vermin.
A large number of berry forming trees and shrubs and edible tree seeds of value to the wildbird population has been included in the design.

Screening with trees will improve the views from the park,

Conservation Features.
1) Entire river, river frontage, river views, riverside walk, old river bed and wetland.
2) All species therein and associated with primary:
Woodland / Hedgerow birds on riverbank.


The Park management team should attempt to liase with all groups showing an interest in the river.
e.g. Up / down stream fisheries and fresh water groups, including Dept of Environment (water quality) and local Fisheries Department.

Fishing Platforms
Employ engineering skills for placement and construction of gabions and fishing platforms.

Discuss placement of platforms.
Discuss fishing code of conduct for the site including litter removal from river and use dangerous fishing equipment. Fishermen should make an annual river clean-up at low water, directly in front of platform.
Use fishing platforms to introduce children to fishing.

Educational Resource

To encourage the use of the Park as an outdoor nature appreciation and study area.
In particular:
Providing healthy exercise in a fun competitive way which can heighten awareness of interpersonal and environmental surroundings.
Particular development is forecast in subjects of mathematics, biology, sciences, nature studies, communication skills, behaviour, role modelling.
Site specifically the Rosaceae family has been chosen to show the botanical nomenclature of trees and plants in general, planting designed from native wild parent through many single or double
flowered and different leaf colour than ancestor or parent groupings.

Nature Study Education
The family Rosaceae will be carefully laid out and represented.

Publicity and Promotion

Feature details of trees, river, playground, walks and Community Association work to date.
Develop press releases and policy for publicity and promotion.
Display park details in vacant shop windows around the town as 'job under progress'. 
Local councillors can assist in publicity and can should generate attention for press and at county level.

Impression of park in 5 years

Management Training
Horticultural Training.
Safety and Health at Work for Public including basic water safety/ lifesaving / 
First Aid training, all with a high regard to children in relation to:
a) Dirt, dog faeces, broken glass.
b) Sprains, shock and bruising.
c) Sunstroke and dehydration.
A safety training plan needs to be implemented and advice recorded and made site specific to the Park. Include details such as park employees washing their hands before treating the cuts and bruises of themselves and others.
Riverside manner and management includes:
a) Respect for Wetland Marsh / Wet Wood Habitat.
b) Worked Steep Slopes (forestry).
c) Coppice Woodland.
d) Maintenance of Pathways, Steep Slopes, Steps and Ramps.
e) Toilet Maintenance.

h) Machinery / use / driving/ maintenance and repair.

j) The Park Superintendent should have naturally aligned Horticultural Skills for trees and shrub management where chemical solutions are only applied as a last resort.

a) To sign post the site correctly with interpretation and educational signs.

c) To introduce new developments and assess existing developments.
d) To plan events to encourage more community participation and interaction.
